If you send to someone you can identify - a mistyped Sendtag that belongs to a real person, or the wrong contact, your only route is to ask them to send it back. Many people will. There is no way to compel it. If you send to a wallet address you don't recognize, or one that doesn't belong to anyone, the funds are very likely gone permanently.
